The Ministry of Transport and Road Safety is one of the largest, most unique ministries in Israel:


Data

The Ministry holds a large number of databases that must be made available to the public. Numerous organizations and institutions seek this data, and many market activities are based on them as well. Users include banks, insurance companies, courts of law, municipalities and councils, vehicle purchases, drivers, and many more.


Organizational Structure

In addition to the Ministry itself, the tender also included various entities who develop systems individually. These include the National Public Transport Authority, the Civil Aviation Authority, and the Israel Meteorological Service, to name but a few. The Ministry also oversees additional entities, including the Israel Airports Authority and the Ports Authority.

Project Objectives

Preparing a strategic plan for the IT Division with regards to immediate-term, short-term, and long-term architecture solutions. Identifying tools and means for enhancing the Ministry’s IT Division, while consolidating the necessary organizational structure and monitoring processes.

The Work Process

  • The Anagal Next team embarked on the project with a Portfolio Manager who specializes in system analysis, an Organizational Consultant who specializes in executing changes, and additional team members who specialize in a range of fields.

  • We worked closely with the Ministry’s new Head of IT throughout the project.
    The project’s Steering Committee, headed by the VP of Economic Planning, included all Headquarters members from the Economic Planning Division and the Chief Information Officer.

  • The Committee met as needed, in line with the various stages of the project, overseeing the teamwork, examining findings, discussing insights and conclusions, raising questions, making comments, and finally – making and approving decisions.

  • We also examined relevant projects that had already been performed and reviewed numerous internal documents that had been written by the Internal Review Committee, the IT Division, HR, and more.

The final report included recommendations, objectives, and schedules for the following issues:

The report and action recommendations were submitted and approved by the Ministry’s Management and Government IT Committee and will be utilized as a tool for promoting the IT Division within the Ministry of Transport and Road Safety.
